The window for the game is too small and the maximize button is unresponsive. The game window is only about 60% of my desktop! When I look through all of the settings, I find that every option related to resolution and screen size are grayed out and/or can't be changed. I looked through all of the graphics settings and the few I could change have no effect on the problem. This is really annoying. I don't have any other program on my PC that does this. I'm running Win10 Home. Can you please help me?

Support is at the 2k site. There is only fellow gamers here for support. And if they aren't having your issue, likely they can't be much help.
