Can anyone please explain to me where the pre game editor has disappeared too?

Go to your library and click collections. Where it says games click on that, and there will be an option check box to click for tools. For some reason Steam doesn't leave this checked after an update I think.

apparently you have to allow you game library to show tools and install it separately. I have been wondering about it myself, until your post made me try to google it.
