Yeah. Turn off HDR before taking screenshots because steam can't capture HDR properly.

You can use Microsoft's Game Bar (Windows + G) to capture proper HDR screenshots in .JXR format (JPEG Extended Range). Enable it first in Settings and choose a keyboard shortcut. The default is Alt + Windows + Print Screen.

Alternative: Recently I saw GeForce Experience is able to capture HDR screenshots in 3.23 in more games:
https://www.nvidia.com/en-gb/geforce/release-notes/GFE/3_23_0/Web/gfe-v3_23_0-web-release-highlights/

GeForce Experience has expanded game support for quick HDR screenshot capture from 300+ Ansel-supported games to now over 1000+ GeForce Experience Supported games. Press [Alt+F1] to save your HDR screenshot in JXR format while playing on your HDR monitor. Try the HDR+WCG Image Viewer from the Microsoft Store for accurate viewing of HDR screenshots.
I'm not sure if it will work with Horizon, though.

Does ansel still capture from the frame buffer before post processing? If so, kinda a bad idea for a game this post process heavy.

SDR is 8-bit (256 values for each RGB color), and HDR is 10-bit (1024 values for each RGB color). Most software still only captures images in 8-bit formats, since HDR is not really that popular on PC. Such formats only allow you to see 25% (256) of all the 1024 values. That's why the screenshots taken by those programs in those formats look washed out of colors - you can see only 25% of 10-bit colors captured in an 8-bit image.

Ways to fix this would be:
— do a conversion from 10-bit to 8-bit (Tonemapping) - a software that captures the image must do this internally
— capture the original 10-bit image in a 10-bit image format - like .JXR in Windows Game Bar or NVidia GeForce Experience

Additionally, after capturing a 10-bit image you would have to do a conversion to 8-bit if you wanted to share it on the internet with people not blessed with 10-bit screens. Can be done in HDR+WCG Image Viewer for example.
Doesn't matter - both Windows Game Bar and GeForce Experience do that (they capture two images: 10-bit and 8-bit)

Last time I checked this was in 2018 I think. Don't know. Generally Ansel worked fine for me and captured the same images. Unless I enabled the high resolution modes (NVidia calls it "Super Resolution"). In that case (Super Resolution), yes, it worked without capturing post-processing.

For those having problems with getting any screenshot functionality: In MH Rise e.g. the Steam screenshot function only works, when you are NOT in HDR Fullscreen ingame. Same with streaming: While twitch passes through, but is not watchable, steam will interrupt or not even start streaming.

So, if you wanna do these things, switching off HDR not only solves picture brightness, but also being able to use these functions in the first place!!! :)

Ehy genius, but if a person asks for steam screenshots, MAYBE he wants steam features, for example upload on steam cloud and share with friends.

You realize there's an artwork section on steam, right?

OK, people don't understand what HDR is. When you play a game in HDR you are viewing it in a logarithmic colorspace. It isn't "washed out" or wrong...it's exactly correct. Your screen is applying a LUT (look up table) to display it "correctly". If you take a screenshot in HDR it looks exactly as it should. You just need to apply a lut to the image to bring it back to what it should look like. I find SLOG3 looks the closest.

The problem is steam's screenshot function doesn't capture the data required to view said image in HDR.

Thus the end screenshot being "washed out".

I'm not even commenting this, because it's a waste of my time to do it.
I just want to say, that there are much more healthy approaches to dealing with own stress and bad days than taking one's anger out on other people. If you would like to try again with a kinder approach, I'm happy to chat about it. Have a nice day 🙂

I wish Steam would just capture the HDR image properly, but in the meantime I see that people are recomending xbox gamebar win+g but I also know if you have an nvidia gpu at least I've been using geforce experience to capture them. I just press alt+f1 (alt+f2 also captures with a few more options, but I find that they just make it worse so alt+f1 is best).
