Nobody uses their own full real name as character name in an online video game, that's silly talk. Also naming himself "George FloydRIP" makes it even more clear it's not his actual name or else he wouldn't have put the RIP there. It's a clear reference to a historical figure.

Also George or Floyd by itself are fine, it's the combination that isn't allowed, so your numbers about people with having Floyd as last name doesn't matter. How many people with "George Floyd" are in the US? Maybe a few hundred or a thousand? What are the odds they are playing New World and that they really wanted their real name as ingame character name? You make it sound like millions of people can't pick their name in the game. It has a unique character name system anyway.
