When i press play it steam dose something for 3 sec and then it goes back to saying play

Try to start the game as administrator from root folder via exe file. It should give you an error message.

i done that and still dosent work

Make sure that you installed x86 version of VC++ as well.

Uninstall all VC++ you have on your device and install them again. Make sure to reboot your device after each operation. And then copypaste new dll file (32 bit version) into game folder.
