normally i have around 170 to 200 fps when not moving my mouse but when i move it just slightly it drop to around 2 to 13 fps can anyone help?

Thats gotta be a rendering issue then if you're looking in 1 spot. Maybe turn down the graphics a bit so you can try and see if it is graphical renders causing the issue

reduce mouse report (polling) rate.

i had 1000 and had a similar problem.
even in menus it was stuttering when i moved my mouse.

dropped polling rate to 500 and its all fine now.
