I get a high combo count before holding down two buttons, but the regular Mystic arte always activates...

You have to use 5 different arte's in a combo to use it.
The explanation/description for it is really bad.

no it's not? it clearly tells you to use 5 different artes

it says "a combo of 5+ with different artes", which doesn't mean 5 different artes necessarily.

You need to go back to school :D because the description is "a combo of 5+ with different artes" and they don't really say use 5 different artes in a combo.
