Why didn't you validate the files? Steam would have automatically downloaded and installed the file/folder.It's what I did to get the files I was missing.

i had this so many times, it is annoying. you need 250-300 GB free space on the not targeted system drive to make it with a full game download, this can be complicated to achieve with almost any large..
