Those aren't just heavily modded dinos, they're heavy mods, probably have something to do with your spawning issue. That's why it's best to remove them and see if the game works normally before re-add..

Do what G-portal says. Go back to basics remove the mods and backup your .ini settings. See if you can get a vanilla game running normally first.

You can test all those things, just make a backup of your save to do a rollback when the problem is solved.The server crash could have corrected your save, maybe try the previous save file.

There's no crossplay between Steam and Xbox versions of the game. You can't join a server set up for xbox.
